Dear Sir or Madam,
The procurement procedure will be conducted electronically on the fully web-based e-procurement platform "Deutsches Vergabeportal" (DTVP) and can be accessed at the following URL: (https://dtvp.de/bieter/).
Electronic participation in procurement procedures and registration for the e-procurement platform are completely free of charge for bidders. However, the notices and procurement documents are also accessible without registration.
The information transmitted by the contracting authority is either provided directly in or via the inter- face of the e-procurement platform or the virtual project room for the procurement procedure (e.g. notices, communication messages) or within the platform or virtual project rooms as file downloads (procurement documents or attachments to communication messages). The file types and formats used are specified by the procurement procedure or the contracting authority and may vary depend- ing on the subject of the tender (e.g. GAEB files in the field of construction services).
Until now, tenders and requests to participate could only be submitted using a locally installed version of the cosinex desktop bidding tool. Version 11 of the procurement marketplace adds an alternative option for web-based submission directly in the browser. There are no longer any ex- plicit system requirements for the web bidding tool, as all that is needed to use it is internet ac- cess and an up-to-date browser. There are no other technical requirements.

Electronic bids and participation requests can still be submitted via the bidding tool.
With the bidder tool, the procurement marketplace provides software for the electronic preparation and submission of bids (and also for participation requests). The bidder tool is installed and started from the project room. After starting, you can select which project you want to work on. If the relevant project data is missing, the bidding tool automatically downloads it (this applies to all projects that are being processed with the bidding tool for the first time).

There is no mandatory processing sequence in the bidder tool. The following always applies: Only when all price information, contact details or documents to be completed by the company are com- plete can the bid or application for participation be submitted electronically.
To submit electronic bids and participation requests, the cosinex bidding tool must be installed on the local computer. The relevant installation files can be downloaded from any project room in the "Bids" or "Participation Requests" module, provided that the contracting authority has approved electronic submission for this procedure and the bid/participation deadline has not yet expired. This is a multi- platform bidding tool that needs to be installed once and can then be used for all procurement mar- ketplaces based on cosinex technology.
Installation files for the cosinex bidding tool are available for Microsoft Windows, Apple MacOS and Linux.

The form of submission of participation requests and bids approved by the GSI Helmholtz Centre for Heavy Ion Research, and the permissible signature level for the specific procurement procedure, is text form in accordance with Section 126b of the German Civil Code (BGB)!
Electronic bids and applications for participation submitted via the bidder tool are time-stamped.

The electronic bids and requests to participate are compiled using the bidder tool on the bidder's computer (locally), automatically encrypted end-to-end with the corresponding keys for the award procedure, provided with the specified signature information and transferred in the form of so-called OSCI messages (via the OSCI protocol) to an "intermediary", the so-called intermediary. The "interme- diary" ensures that the encrypted bids/applications to participate are stored securely before the ex- piry of the relevant deadline (e.g. bid deadline), supplements the meta information on the bid with the necessary time stamp and carries out the necessary signature checks, including receipt mecha- nisms. Only after the relevant deadline has expired and following a successful dual-user login by two authorised users of the contracting authority does the e-procurement platform retrieve the ten- ders/requests to participate from the intermediary and combine the encrypted tenders/requests to participate with the corresponding keys so that the tenders/requests to participate can be decrypted in the e-procurement platform and made available for further evaluation.
