Thank you for your question submitted in the context of the current FEED tender procedure.
Question 1)
Clarification is requested regarding the completion of Form IX in relation to nominated subcontractors.
Where a tenderer intends to engage a nominated subcontractor, it is understood that the nominated subcontractor should be identified in Column 1 and the currently envisaged scope of work should be described in Column 3.
Please clarify the information required in Columns 2 and 4:
- Column 2: What information is required in this column in relation to a nominated subcontractor? In particular, should the tenderer provide information demonstrating the nominated subcontractor’s technical suitability or qualifications for the scope of work described in Column 3?
- Column 4: Does the information requested in this column apply to a nominated subcontractor under Case 2? If so, please clarify what information should be provided in respect of the nominated subcontractor.
This clarification is requested to ensure that Form IX is completed consistently with the requirements of the procurement documentation.
Answer to Queston 1)
If a candidate or a group of candidates intends to use other companies as subcontractors and/or suitability lenders, they are required to complete Form IX.
The subcontractor(s) and/or suitability lender(s) must be identified by name. The candidate or group of candidates must confirm within column 2 and/or 4 by clicking yes or no whether the relevant subcontractors’ services will be a suitability lending or not. in relation to the scope indicated in Column 2. If the candidate or group of candidates click "yes" in column 2, then case 2 applies and the required Forms and information according to case 2 have to be submitted. If the candidate or group of candidates click "no" in column 2, then case 1 applies and the required Forms and information according to case 1 have to be submitted.
Column 4 refers to the financial and economic lending of case 3, thus not applicable with regard to technical/professional lending.
