Question 1)
Please clarify whether, in the case of a Bidding Consortium, each Consortium member is required to individually satisfy the minimum eligibility requirements relating to turnover, staff numbers and insurance coverage, or whether these requirements may be fulfilled collectively by the Consortium, including where one Consortium member satisfies the relevant requirements in full.
Answer Question 1)
The bidder or the consortium of bidders shall provide evidence of professional indemnity insurance with a minimum coverage amount of EUR 10 million for each and every claim and in the annual aggregate. In the case of a consortium of bidders, such evidence may be provided by insurance policy or by the insurance policy of the consortium itself or by one consortium member, provided that such insurance covers liability claims arising from the performance of the contract against the consortium and its members, including claims relating to the portions of the services performed by the individual consortium members. With regard to the required turnover and staff numbers it is sufficient if one Consortium member meets the requirements on its own.

Call for Participation (1): Page 7: How should the applicable forms, project references and self-declarations be submitted e.g. with or without a signature and with or without a company stamp?
The applicable forms, project references and self-declarations must be signed by an authorised representative of the relevant participating entity. A company stamp is not required.
